Norsk Tipping Under Investigation for Allowing Minors to Gamble Online
Norsk Tipping, the sole gambling operator in Norway and a state-owned monopoly, is facing scrutiny from the country’s regulator, Lotteritilsynet, over allegations that minors were able to access the gambling platform and place bets.
A total of nine questions have been presented to Norsk Tipping, giving the operator a period of two weeks to respond to the inquiry. The investigation was initiated following reports from a Norwegian bank that first raised concerns about the issue.
Financial Intervention from Banks
The bank reported that money had been transferred from the bank account of an individual under the legal gambling age of 18 to the Norsk Tipping platform. This incident highlights how financial institutions can play a role in intervening to protect vulnerable consumers.
The bank described the amount transferred as “significant,” prompting regulatory action. The account in question had been carrying out transactions for a year, prompting the regulator to examine the financial risk monitoring practices of Norsk Tipping and the effectiveness of its policies.

The questionnaire submitted to Norsk Tipping also includes details of 21 cases since January that the operator identified as potential violations but did not report to the regulator for further investigation.
While the regulator has refrained from making any judgments at this time, further scrutiny is required to fully understand the situation. If Norsk Tipping is found to have breached gambling laws, the company could face substantial fines similar to a €3.1 million penalty imposed on the operator in February for failing to enable players to self-exclude due to a technical issue.
Debates Surrounding Norway’s Gambling Industry
Norway continues to operate as the last market in Europe with a state monopoly as its primary business model, despite calls from politicians and industry experts for a shift to a licensee-based system similar to Finland.
The Lotteritilsynet has reported a slight increase in player registrations with Norsk Tipping, suggesting success in curbing offshore and illegal gambling activities. However, challenges persist, with countries like the Netherlands noting that a significant portion of online gaming revenue comes from the black market.
Last year, Norsk Tipping was fined $427,000 for breaching anti-money laundering (AML) rules, highlighting ongoing concerns about regulatory compliance within the industry.
