Bally’s Shareholders Step Back, Leaving Casino Smoking Ban in Lawmakers’ Hands
The effort to ban smoking inside Rhode Island’s two casinos faced a setback as shareholders decided not to move forward with the proposal this year. Trinity Health, a nonprofit with investments in Bally’s Corporation, chose not to resubmit a request for the company to explore the impact of a smoking ban on its business.
Last year, the initiative gained enough support from shareholders to be reconsidered at Bally’s 2025 annual meeting scheduled for May 15. However, Cathy Rowan of Trinity Health stated that the recent acquisition of Bally’s by a New York hedge fund led by Soo Kim, the company’s chairman and largest shareholder, influenced the decision not to proceed. She noted that the reshuffling made it unlikely for a similar proposal to receive the same level of support in a vote.
Efforts to Enact Smoke-Free Rules
While Trinity Health stepped back from pushing the ban at Bally’s, they will continue advocating for smoke-free regulations at other major gaming companies such as Boyd Gaming, Caesars Entertainment, Wynn Resorts, and Penn Entertainment.
A Bally’s spokesperson mentioned that the company plans to address the issue in its upcoming proxy statement to be released after April 4.
With shareholders no longer pursuing the ban, opponents of smoking are now focusing on legislative action. Currently, Rhode Island permits casinos to allow smoking, even though it is prohibited in other indoor locations. Patrick Crowley, head of the Rhode Island AFL-CIO, reiterated the need for state lawmakers to address this issue and garner more support. A recent survey conducted by the union revealed that nearly 70% of respondents are in favor of prohibiting smoking inside the state’s casinos.
House Shows Support for Smoking Ban, But Senate Resistance Remains
Support for a smoking ban appears to be gaining momentum in the Rhode Island House of Representatives. Rep. Teresa Tanzi introduced legislation that received endorsement from House Speaker K. Joseph Shekarchi, indicating openness to considering the proposal. Tanzi expressed confidence that the House will approve the bill during this session.
However, the outlook in the Senate remains uncertain. Sen. V. Susan Sosnowski introduced a similar bill, initially referred to the Finance Committee and later transferred to the Labor and Gaming Committee chaired by Sen. Frank Ciccone. In the past, Ciccone has opposed a smoking ban, citing a competitive advantage over neighboring states with stricter regulations.
Despite concerns, Ciccone engaged in discussions with union representatives and public health advocates to explore compromises such as expanding non-smoking areas in casinos. While recognizing opposing views, he expressed apprehensions about the potential revenue decline and job cuts resulting from a total smoking ban at Bally’s Lincoln and Tiverton sites.

As lawmakers prepare to deliberate on the proposed regulations, casino workers and anti-smoking advocates pledge to intensify efforts through rallies and engagement with legislators. Union leaders challenge Bally’s claims of job losses, highlighting existing staff shortages and available job openings within the company. They remain committed to advocating for a smoking ban and continue grassroots initiatives to bring about change in Rhode Island’s casinos.
